REQUEST FOR QUALIFICATIONS FOR DESIGN SERVICES East Harry A. Nottingham Park Improvements Design and Community Engagement Facilitation PROJECT SUMMARY: The Town of Avon, Colorado, is seeking Statement of Qualifications (“SOQ”) from firms with relevant park design and programming space experience. The selected firm will assist the Town with redevelopment of the old Town Hall building, located at 100 Lake Street. Services will include schematic design, programming space, and preliminary cost estimates for the following recreational and public facility improvements: new public restrooms designed to serve events up to 2,000 patrons; storage space to support events in the park; potential relocation of an outdoor fit court; redevelopment of low retaining wall/seating bench; installation of signage and way finding that is consistent with existing signage in Park and Avon’s brand guidelines; redevelopment of an outdoor picnic area; and, incorporation of architectural style and finishes of all improvements that match the Performance Pavilion to create a cohesive special event area design. Additionally, the project will involve analysis of potential alternatives for other recreational and public facility improvements and facilitation of community engagement to identify potential alternatives and solicit public input. The selected firm may be retained for design and preparation of construction documents for the selected concept of recreational and public facilities improvements as may be determined from the community engagement process in the Town’s discretion. This area of the Park is the focal point of the community for social gathering, special events, and athletic endeavors. Demolition of the old Town Hall, originally slated for 2020, was split between utility work in 2020 and demolition (including asbestos remediation) in 2021 in order to foster more advantageous construction bids. The demolition of old Town Hall will take place March-May this year, before the event season. The East Harry A. Nottingham Park improvements will be constructed in 2022. VISION: Harry A. Nottingham Park (“Park”) has evolved and matured greatly over the last several years. The vernacular of the Park continues to be reinforced with higher quality park elements that elevate the experience of both residents and guests. The vision for East Nottingham Park area has evolved from the Town of Avon Master Plan for Harry A. Nottingham Park, to the Town-Owned Properties Plan (2017). After construction of the Performance Pavilion, and subsequent relocating of all Municipal Services from 100 Lake Street, the vision has evolved into an area of transition between the Town Core and the Park. The East Nottingham area includes important parking, circulation for large vehicles used for events, the historic Metcalf Cabin, and the growing need to provide additional restrooms and event support/storage space immediately adjacent to the main athletic and event space in Town. SCOPE OF SERVICES: The selected firm is expected to be well versed in municipal park planning, programming, landscape architecture, and associated design. The firm is also expected to work in a collaborative manner with Town Staff and the public. Services shall include: (a) Programming: Site access, parking, and site/building programming for the intended uses. (b) Concept Plans: Graphic studies and design plans for new structures and development concepts. (c) Analysis of Alternatives: Analysis of potential alternative recreational and public facility improvements. (d) Facilitation of Community Engagement: Coordinate with Town Staff efforts to conduct public meetings, including open houses, Planning and Zoning Commission meetings and Town Council meetings, to present concept designs and solicit public input. (e) Design and preparation of Construction Documents: Full architectural and engineering services for new structure(s). (f) Cost Estimating: Assistance with determine reasonable costs ranges anticipated for the designs. Anticipated project elements may include: Patio space overlooking park adjacent to new structure(s) New retaining walls to replace railroad tie walls in the vicinity Retain truck turnaround area adjacent to historic Metcalf Cabin for event load in/out Maintain as much parking as possible in vicinity of old Town Hall building Undergrounding powerlines south of parking areas Interplay with Parks Garage and historic Metcalf Cabin Site and parking lot lighting Electrical relocation to accommodate structure(s) and screening of existing facilities PROJECT TEAM: The Consultant team shall be able to provide, either internal staff or identified subconsultants for the following disciplines: Landscape Architecture Irrigation Design Engineering including grading and drainage and schematic utility design Signage and wayfinding Electrical Design TENTATIVE SCHEDULE: 3/1 - Release solicitation and published Advertisement 3/12 - Site Tour 3/16 - Questions Due 3/22 - Qualifications Due 3/23 - Selection of up to 3 Finalists to Interview 3/25 - Interviews 3/29 - Firm Selected April//May/June - Programming, Schematic Design, Public Outreach 7/6 - Planning and Zoning Commission Review July/Aug/Sept - Final Design October/November - Bid Out 12/14 - Notice of Award to Contractor Spring 2022 - Construction RELATED EFFORTS: The Town is separately contracting for construction of improvements to West Nottingham Park. Those items include new path construction, lighting, landscaping and park gateway elements, public art locations, and removal of the softball field. Planning work is also taking place in North Nottingham Park for permanent on-street parking, and new park restrooms to service the beach area. CONSULTANT QUALIFICATION SUBMITTAL REQUIREMENTS: All SOQ submittals shall include a description of at least three (3) similar projects previously completed including schematic drawings, photos, and references. The SOQ shall also include: Up to three (3) references of like projects Schedule Identification of all Team Members, including primary contact information. List of proposed sub-consultants, if any. Indicate any conflicts of interest. It is the Town’s expectation that the firm will have no financial interest or fiduciary relationship to other firms or vendors who are providing services. Design Scope/Specifications Provide a sample work plan and process for delivering the services. Summarize what services the firm proposes to provide and what services are excluded. Indicate the firm’s ability to design a project in the projected timeframe stated herein. Fee schedule by position title, and a Not-to-Exceed percentage markup for sub-consultants, if any. Include per/meeting fee for public meetings (i.e. Planning and Zoning Commission, Cultural Arts and Special Events Committee, neighborhood groups). At least three (3) public meetings are estimated; however, more public meetings may be scheduled based upon the community engagement process. General Items Include any other items describing the team and why it is advantageous for the Town of Avon. Any clarifications or assumptions for the scope of services. SUBMITTAL DUE DATE: The Proposal must be submitted by March 22, 2021, and will be received until midnight, Standard Mountain Time. The Town reserves the right to reject any proposal received after the Due Date. Relevant criteria for evaluation will include, but not be limited to the following: years of experience with community park improvements, landscaping in arid mountain environments, quality of similar design, fees, ability to modify designs based upon community and design review board feedback, and familiarity with park improvements in Avon, the Vail Valley, or similar mountain resort communities. Unsuccessful Proposers will be notified in writing as soon as possible. Final selection will be subject to successful negotiation of a Professional Services Agreement using the Town’s form agreement or incorporating the Town’s required municipal contract terms.
