The Naval Air Systems Command intends to award a fixed price sole source task order to configure EA-18G Expeditionary Aircraft to be convertible between the Automatic Carrier Landing System (ACLS) & Civilian Instrument Landing System (C-ILS), under the Basic Ordering Agreement N00019-11-G-0001. This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only One responsible source and no other supplies or services will satisfy agency requirements." Boeing is the designer, developer, manufacturer, and integrator of the F/A-18 and EA-18G aircraft in its various configurations; and as such, is the only known firm with the knowledge, experience, and technical expertise required to accomplish this effort.
