3. Description of Supplies:The total estimated value of the proposed action is $ 10,000.00

Period of Performance is 09/18/2016 - 09/17/17

The purpose of this procurement is to provide maintenance of West Point's E911 XTEND System which is currently in use at the installation.
The requiring activity is Network Enterprise Command (NEC).

4. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization)

5. Reasons for Authority Cited:

Maintenance and immediate repair of Spok's XTEND E-911 hardware or software involves many technical and proprietary issues that preclude anyone else from performing on this system. The E-911 XTEND is the primary emergency notification response system that integrates the official government telephone system (938) and the Cadet Telephone system (515). This is an internal, West Point specific emergency notification system integrated into the official telephone system for all West Point reservation occupants to dial 911 to report serious, potentially life threatening
MICC Control No. West Point-2016-78< SAT. injuries, accidents, fires or other situations that require an immediate response from West Points
first responders. Emergency responders include personnel from the Military Police, West Point Fire Department and ambulance support from Keller Army Hospital. E-911 calls are processed by the Avaya and or Nortel telephone switches and an alert is sent to the Military Police for processing or forwarded to other appropriate emergency responders for immediate dispatch. Telephone (voice) contact is maintained by the Military Police or other emergency agency with the caller throughout the incident. Failure to do so may threaten to delay critical response from West Point emergency
service personnel to potential life threatening or other dangerous situations.

6. Actions to Increase Competition: There are currently no other qualified vendors that can perform this service. In order to seek alternatives, sources sought number W911SD-16-T-0302 was posted on FedBizOpps (FBO) from 7/22/2016 until 7/29/2016. Only Spok, Inc quoted. Pervious FY15 bid a FedBid specialist replied to bid and stated the reason no one had bid was because Spok was the only company able to perform due to proprietary reasons. This was confirmed by the vendor in an email dated 7/28/2016. A notice of the Government's intent to issue a sole source award will be posted on FBO at least three (3) days prior to award. Any responses received will be considered.

7. Market Research: Spok, Inc has no active exclusions in SAM as of 7//27/2016. An email from Spok was received 7/28/2016 confirming that Spok is the only source available for E911 system maintenance.

complete to the best of my knowledge and belief. Based on the foregoing, I approve this sole source justification subject to availability of funds, and provided that the services and supplies herein described have otherwise been authorized for acquisition.
