The MICC Fort Rucker Contracting Office intends to award a sole-source purchase order to CenturyTel of Alabama to provide E911 services for the installation as requested by the Department of Public Safety, Fort Rucker, Alabama. CenturyTel is the telephone service provider for the installation and therefore, the only available source for the E911 service.
This purchase order will be issued under simplified acquisition procedures and Other than Full and Open Competition as authorized by FAR 6.302-1. This notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The intent of this procurement is to award based on Sole Source acquisition.
Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89 effective 15 August 2016 and DFARS DPN 20160830 effective 30 August 2016. The government intends to evaluate and award without discussions on this requirement. The intent is to award based on sole source. Quotes are not being requested and written solicitation will not be used. Basis of sole source is no other source can satisfy the requirement as CenturyTel of Alabama is the telephone service provide for the installation.
