Naval Air Systems Command (NAVAIR) intends to award a sole source Firm Fixed Price contract to Aviation Communication & Surveillance System (ACSS) to procure software licenses to upgrade twenty-eight (28) Traffic Alert and Collision Avoidance Systems (TCAS). The E-6B aircraft are equipped with the ACSS TCAS 2000, PN 7571900-56102, and in order to stay compliant with the Minimum Operating Performance Standards an update from TCAS 7.0 software to TCAS 7.1 software is required. The authority for Other Than Full and Open Competition is FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements." ACSS is the sole manufacturer of the TCAS, PN 7571900-56102, currently installed in the E6B aircraft and the software licenses are proprietary to ACSS.
