The Government intends to negotiate this procurement pursuant to the authority provided in 10 U.S.C 2304(c) (1), as implemented in Federal Acquisition Regulation (FAR) 6.302-1. Under the proposed effort, L-3 Communications, Systems Integration (SI) Group will supply the United States Navy with the A-kits, the Installation Technical Data Package and associated engineering support. L-3 Communications, Systems Integration (SI) Group is the sole designer, developer and manufacturer of the A-kit assemblies and is the only contractor with the necessary technical data required to provide the A-kits and Installation Technical Data Package. Utilization of an alternate source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition as well as an unacceptable delay in fulfilling the Navy's requirement.
A solicitation is not available at this time. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Agency. Telephone requests for information will not be accepted. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
