Naval Air Systems Command (NAVAIR) intends to award a sole source Firm Fixed Price contract to Rockwell Collins , Inc., of 400 Collins Road NE, Cedar Rapids, IA 52498-0001 to procure IPBE Phase 3 production kits, installations, and spares to support the FRP modification of eleven (11) aircraft. Justification for this sole source action is permitted by 10 U.S.C. 2304(c)(1) and implemented in FAR 6.302-1, Only one Responsible Source and No Other Supplies or Services Will Meet Agency Requirements. Rockwell Collins possesses the only sufficient technical data package to produce and install the IPBE Phase 3 system. Additionally, Rockwell Collins possesses the only test facility which allows for full testing of the trailing wire antenna systems on the ground. Flight testing of the modified system without full functionality ground testing results in increased risk of loss of the trailing wire antenna, possible aircraft damage, and possible damage to personnel and property on the ground. In addition, Rockwell is the OEM of the system, is the only company that has supported the system, and is therefore the only source with the resources and expertise necessary to fulfill the Government's requirements. This contract serves as a follow-on to the existing N00019-07-G-0016 D.O. 0001 and D.O. 0006 contract to include the purchase of planned spare components, production kits and installs to support the E-6B Full Rate Production effort. Modifications commence with immediate fielding starting in FY12 and ending in FY17.
