This synopsis supercedes the previous full rate production synopses for the Block I, Block IA, and IPBE Phase 3. The Naval Air Systems Command (NAVAIR) intends to award sole source contract actions to Rockwell Collins Inc., 400 Collins Rd NE, Cedar Rapids, Iowa, for Full Rate Production (FRP) of the   E-6B Block I MOD, Internet Protocol Bandwidth Expansion Phase 3 (IPBE-3), and Block IA Very Low Frequency Transmit Terminal (VTT) modification kits, trainer modification kits, kit installations, and spares in support of each system. Justification for this sole source action is permitted by 10 U.S.C. 2304(c)(1), as implemented in FAR 6.302-1, Only one Responsible Source and No Other Supplies or Services Will Meet Agency Requirements. Rockwell Collins has been the sole designer, developer, and manufacturer of the Block I MOD, Block IA ECP VTT, and IPBE-3 upgrades since being awarded the competitive Block I MOD System Design & Development (SD&D) contract (N00019-04-C-0101), the sole-source Block IA ECP SD&D contract (N00019-09-C-0056), and the sole source IPBE-3 LRIP contract (N00019-07-G-0016). Rockwell Collins is currently producing and installing E 6B Block I MOD kits under the LRIP contract (N00019-10-C-0067) concurrent with IPBE-3 kits and installations. Rockwell Collins is the only company with the unique knowledge, experience, and technical data gained through performance under these contracts to produce and install the kits. A Solicitation is not available at this time. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Agency.
