The Naval Air Systems Command (NAVAIR) intends to issue a firm fixed price order under Basic Ordering Agreement (BOA) Number N00019-10-G-0004 for technical manuals associated with the E-2C Hawkeye aircraft. The base effort is for technical manual updates associated with cockpit bezel lighting. Options are contemplated for technical manual updates associated with the AN/APN-171 Radar Altimeter Set, the CNS/ATM, and the CN-694/ASW Rate Gyroscope replacement. NAVAIR intends to negotiate this order on a sole source basis with Northrop Grumman Corporation (NGC), 600 Grumman Road West, Bethpage, New York 11714. NGC is the designer, developer and sole manufacturer and systems integrator of the E-2C aircraft and weapon system and as such is the only firm with the knowledge, experience and technical data necessary to provide the required supplies and services in a timely manner for the purposes of meeting the fleet's operational needs.

Interested persons may identify their interest and their capability to respond to the requirement or they may submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement.
