The Naval Air Systems Command (NAVAIR) intends to issue a cost plus fixed fee Order under Basic Order Agreement (BOA) Number N00019-10-G-0004 for the E-2C Hawkeye 2000 Aircraft High Frequency Internet Protocol (HFIP) and the Integrated Automatic Identification System (I-AIS). NAVAIR intends to negotiate this Order on a sole source basis with Northrop Grumman Corporation, 600 Grumman Road West, Bethpage, New York 11714. NGC is the designer, developer and sole manufacturer and systems integrator of the E-2C aircraft and weapon system and as such is the only firm with the knowledge, experience and technical data necessary to provide the required supplies and services in a timely manner for the purposes of meeting the fleet's operational needs.
