PROJECT OBJECTIVES This project is aimed to develop a dynamic traffic assignment tool as optional module for SCAG’s regional travel demand model. The model will be developed based on full finished official RTP/SCS model run and can run advanced dynamic traffic assignment model to replace current statistic highway assignment model in final loop. The proposed model is expected to provide better highway network traffic speed and volume predictions than current static highway assignment model. The model will maintain key features of current statistic assignment model, including multiple modes, HOV lanes, toll lanes, truck only lanes etc. It will also have some advanced features to evaluate policies like trip schedule shift, dynamic congestion pricing, cordon pricing, and travel demand management etc. An automatic tool or standard procedure will be developed to convert SCAG’s model network and demand into a proper format that works for proposed dynamic traffic assignment model. Traffic volume and travel time from dynamic assignment model outputs will be aggregated into five time of day as in the current SCAG model and used for SCAG VMT and emission analysis etc. The model will be calibrated and validated at regional level with PeMS traffic counts data, NPMRDS traffic speed data, SCAG Screenline count data, and/or Metro express lane data for base scenario. Model validation of HOV diversion will be done with PeMS HOV and general-purpose lane hourly traffic volume and Metro express lane traffic counts. Additionally, the Consultant can provide other available data source for model calibration and validation. After model calibration and validation, a specific corridor will be identified to test model sensitivity to dynamic toll on express lanes.
