Sources Sought Notice for: DYE PENETRANT INSPECTION SYSTEM

The U.S. Army Contracting Command – Watervliet Arsenal (ACC-WVA) Contracting Office located at Watervliet Arsenal (WVA) is issuing this sources sought synopsis to notify any interested parties the Government is considering the purchase of one each Dye Penetrant Inspection System for Watervliet Arsenal.

THERE IS NO SOLICITATION AT THIS TIME AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. This is a request for information on capabilities and interest and does not constitute a Request for Proposal (RFP); submission of any information in response to this market survey is purely voluntary and the U.S. Government (USG) assumes no financial responsibility for any costs incurred. No funds have been authorized, appropriated, or received for this effort. Data submitted in response to this market survey will not be returned.

ITEM DESCRIPTION:

One each Dye Penetrant Inspection System, Gould-Bass UA-304 OR EQUAL with an option for one each of the same system. The machine shall consist of nine (9) connected stations with the capacity to inspect the Watervliet Arsenal’s mortar components.

Machine Stations: The machine shall consist of nine consecutive and connected stations. These stations will be connected in a straight line and will together be approximately 35’ in length. The height and width of each station will be specified below. Any station requiring connection to an electrical outlet shall be 110 VAC ±10%, 1 phase (Ø), 60 Hz, and any station requiring connection to a bus bar shall be 480 VAC ±10%, 3 phase (Ø), 60 Hz.

Station One – Penetrant Dip Station: Station one shall be a Gould Bass Model UAP-304S or equal with the function to process mortar components using the penetrant dip method by submerging them in the penetrant and then setting them to drain for a certain amount of time. This station shall require 1/2" air at 85 psi.

Station Two – Drain Station: Station two shall be a Gould Bass Model UAB-304S or equal with the function to drain the penetrant from the mortar components.

Station Three – Wash Station: Station three shall be a Gould Bass Model UAW-304 or equal with the function to wash the mortar components with pressurized water. This station shall require 1/2” water line at required temperature, 1/2" air at 85” and a suitable drain.

Station Four – Drain Station: Station four shall be a Gould Bass Model UAB-304S or equal with the function to drain the water from the mortar components.

Station Five – Dryer Station: Station five shall be a Gould Bass Model UAD-305D or equal with the function to dry the mortar components using recirculating hot air. Temperature settings shall be set on digital controls at the front of the station. These controls shall hold the temperature with ±10°F everywhere in the chamber and the dryer should provide ~2 air changes per minute to prevent humidity build up. A warm up period of 10 minutes shall be required to reach the preset temperature. This station shall require 1/2” air at 85 psi.

Station Six – Rest Station: Station six shall be a Gould Bass Model UAR-302 with the function to let the mortar components rest and cool after being heated.

Station Seven – Dry Developer Station: Station seven shall be a Gould Bass Model UADD-305TI or equal with the function to draw excess developer and overspray from non-aqueous developer aerosol cans. The controls for this station shall include those for lights, vertical lifting doors, and the dust collector. This station shall require 1/2" air at 85 psi.

 Station Eight – Rest Station: Station eight shall be a Gould Bass Model UAR-302 or equal with the function to let the mortar components rest after dry developer is applied.

Station Nine – Inspection Station: Station nine shall be a Gould Bass Model UAC-305R or equal with the function to inspect the mortar components after resting. This station shall have the necessary switches located at the front of the station to control the ventilation fan, overhead white light, and overhead U.V. lights.

Machine Accessories: This machine shall come with the additional accessories:

  • TAM Panel
  • Met-L-Chek FP-923 Level III, Water Wash Fluorescent Penetrant or equal: One 55 Gallon Drum
  • Met-L-Chek D-70 Developer or equal: One case of 16 ounce cans (12 cans per case)
  • Met-L-Chek E-59A Cleaner or equal: One case of 16 ounce cans (12 cans per case)

Work to be Performed by the Contractor: This project is classified as a turn-key with the contractor being responsible for all-work associated with the installation. The Contractor shall be solely responsible for costs associated with skidding and shipment, rigging and installation at WVA. The contractor is responsible for the removal of wood block flooring for the footprint of the machine. If any anchoring is needed, it is the contractor’s responsibility. The contractor shall also provide competent English speaking service personnel to install the machine, rough and finish level the machine, startup, and conduct the acceptance tests specified.

INTERESTED PARTIES.  The Government requests interested parties to submit a company brochure (if available) and a tailored capability statement for these requirements that clearly details the ability to perform the aspects of the notice described above. All proprietary information should be marked as such. The description should also include any anticipated needs for sub-tier vendors.

Responses will be reviewed by U.S. Army Contracting Command – Watervliet Arsenal (ACC-WVA), Watervliet Arsenal and the US Army personnel only and will be held in a confidential manner. Any and all information provided shall include a description of the proposed manufacturing capabilities.  Submitted documentation will not be returned.
