This is a sources sought announcement; it is not a solicitation for bids or proposals. The US Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project, Dworshak National Fish Hatchery Bridge Replacement. The resulting contract will be firm-fixed-price. The period of performance is expected to be 150 calendar days after contractor's receipt of notice to proceed. Contract award is targeted for early October 2013.

The scope of the work is to demolish the existing Dworshak National Fish Hatchery bridge and replace it with an at-grade crossing. The existing bridge is a timber structure with earth-filled abutments and asphalt paved approach ramps. Demolition will include dismantling the timber structure, removing the asphalt approach ramps, curbing, and lighting, removing vegetation including approximately 36 trees, excavating the earthen abutments, and clearing and grubbing the site in preparation for the at-grade crossing. Earthen material will be stored on Corps property near Dworshak Dam. The new at-grade railroad crossing will consist of pre-cast concrete planks. Other site work will include new lighting, signage, striping, fencing, gate, storm drainage piping and appurtenances, trees, irrigation, concrete curb and preparation and paving the new road surface.  The span of the bridge is approximately 160 feet between the abutments.

Access for trucks that haul fish food across the existing bridge must be maintained throughout the contract performance period with the exception of one 18 consecutive calendar day closure. Demolition operations which require roadway closure will commence on or after 2 December 2013. The closure must be closely coordinated with hatchery staff to ensure minimum impact on the supply of fish food for the hatchery.

Contractor will be required to follow the procedures in the Army Corps of Engineers Safety Manual.

NAICS Code 237310, Small Business Size Standard is no more than $33,500,000 in average annual receipts over the past 3 fiscal years. This sources-sought announcement is a tool to identify small business concerns with the capability to accomplish the work. Only those firms who respond to this announcement by submitting a statement of their current or past technical experience (what the firm has done) and current or past performance (how well the firm did it) similar to or the same as the requirements stated above, will be used by the Government to determine whether or not to set aside this requirement for small business.
