1.1 General: This is a non-personal services contract for Elk Forage Seedling Planting and Protection in the Grandad Elk Mitigation Area on Dworshak Reservoir. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor, who in turn is responsible to the Government.
1.2 Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform redstem ceanothus planting and protection as defined in this Performance Work Statement (PWS). The Contractor shall perform to the standards in this PWS.
1.3 Purpose: The US Army Corps of Engineers, Dworshak Dam & Reservoir, desires to increase the abundance, quality, and availability of winter forage for the North Fork Clearwater River elk herd by planting and protecting additional shrubs in the Grandad Elk Mitigation Area. For this effort, the primary goal is to achieve maximum survivability of planted seedlings.
