This sources-sought announcement is a tool to identify businesses who may be able to supply Dworshak Project with liquid 32-0-0 Urea Ammonium Nitrate to include the provision of a storage tank with approximately 10,000 gallons capacity & pumping system from transferring fertilizer from the storage tank to Government-owned mobile tanks. THIS IS NOT A SOLICITATION/REQUEST FOR QUOTE. Those firms who respond to this announcement by submitting the following information will assist in the decision on whether to set-aside this requirement.

• Provide a statement that your firm intends to submit an offer on the purchase when it is advertised.

• Provide your firms statement of capability as related to the requirements in this purchase. To comply with Federal policy, on awarding to small business firms, any small business firm must be able to complete 50% (based on cost) of the work in house.

Summary of Requirement:
Dworshak Project requires supply and delivery of liquid 32-0-0 Urea Ammonium Nitrate, to include the provision of storage tank with approximately 10,000 gallons capacity and pumping system for transferring fertilizer from storage tank to Government-owned mobile tanks. Deliveries of fertilizer will be as needed to operate the nutrient supplementation program. The maximum quantity for each year of the requirement is not expected to exceed 42,000 gallons; however, the Government reserves the right to increase quantity during the course of the contract at the awarded price per gallon, via a contract modification signed by the Contracting Officer.
This requirement will be awarded with a base period of less than 12 months and four option periods of 12 months each, as follows:
• Base Period Award through December 31, 2019
• Option Period 1, 1 January 2020 through 31 December 2020
• Option Period 2, 1 January 2021 through 31 December 2021
• Option Period 3, 1 January 2022 through 31 December 2022
• Option Period 4, 1 January 2023 through 31 December 2023
The Government will request deliveries only during the months of April through September each period.
The purchase also notes testing requirements that will be expressed at the time of solicitation.
Total tank capacity shall be a minimum of 9,000 gallons and maximum of 10,000 gallons. Tanks shall be equipped with a sight gauge and safety valve. Contractor shall be responsible for repair or replacement of any damage to the containment area or liner during placing and/or removal of the Contractor-owned tanks.
