The Federal Bureau of Investigation (FBI) intends to award a firm-fixed price contract on a one time, sole source basis to: DME Forensics Incorporated, 17301 W. Colfax Avenue, Golden, CO 80401 for the purpose of providing the DVR Examiner Enterprise Server license and standalone USB dongle which is a proprietary product only available from DME Forensics Incorporated. DVR Examiner is a software solution for acquiring video and metadata from CCTC DVRs in a forensically sound manner. DVR Examiner allows law enforcement and other forensic professionals to bypass DVR passwords and archaic menus to quickly extract evidence from the DVR hard drive directly. The resultant contract will fulfill the FBI's requirement to host DVR Examiner licenses on our private server which will help our examiners and FAVP examiners to perform forensic examinations.
The FBI intends to negotiate with only one source under the authority of FAR 13.106-1(b)(1).
