The Federal Bureau of Investigation (FBI) intends to award a sole source purchase order to DME Forensics Incorporated, 17301 W. Colfax Avenue Suite #400, Golden, CO 80401 for the following products and services:

  • DME Forensics- DVR Examiner Network Licenses

The North American Industry Classification System (NAICS) is 511210 with a business size standard of 38.5 million dollars.  A quote is being requested under solicitation no. DJF-21-1800-PR-0000525.  This will be a fixed price contract.  Based on FBI market research, it has been determined that Digital Audio Corporation DBA, Salient Sciences Inc. is the only source to meet the FBI requirement and no other supplies or services will satisfy the agency requirements.

Due to this proprietary nature of the software solution and its capability tor acquiring video and metadata from Close- Circuit Television (CCTV) Digital Video Recorder (DVRs) to support the Agency’s mission.  DVR Examiner allows law enforcement and other forensic professionals to bypass DVR passwords and archaic menus to quickly extract evidence from the DVR hard drive directly. 

The proposed contract action is for DVR Examiner Network Licenses renewal for which the Government intends to solicit and negotiate with only one source under the authority of 41, usc 3304.  This notice is not a request for competitive proposals.  Interested parties may identify their interest and capabilities by submitting a proposal to include technical qualifications and experience/pricing and any other information to Jim Truong via email [email protected].  Harriett Williams will be the Contracting Officer for the entire solicitation.  The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1, Instructions to offeror-Commercial Items (JUN 2020):  FAR clause 52.212-2, Evaluation Commercial Item (OCT 2014), FAR clause 52.212-4 Contract Terms and Conditions Items (OCT 2018); FAR 52.212-5 clause, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (Jan 2021).  Each offeror shall include a complete copy of the clause 52.212-3 Offeror Representations and Certifications – Commercial Item (FEB 2021).  The full text of clauses can be obtained at Web Site http://www.arnet.gov/far.  A determination by the Government not to compete this proposed required is based upon responses to this notice and is solely within the discretion of the Government.
