Code and Description: Test and Measurement Supplies - Environmental Chambers and Related Equipment

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.   

Synopsis/Solicitation N0017821RC616 is issued as a Request for Quotation (RFQ).  The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF1449.  The SF1449 form is being utilized to generate the applicable clauses from the Standard Procurement System. 

This requirement is not eligible for small business set-aside.

The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a sole source basis to The Durbin Group LLC for the following manufactured products and service:  model number DGM24210 QTY 3, manufactured by The Durbin Group LLC. The Durbin Group will provide structural modifications to three (3) Government Furnished Equipment (GFE) cabinets to include structural modification to accept system hardware and enhanced interface design to meet ship integration specifications (MIL-S-910D Shock Grade B). Internal Components will include: DGM24228 Internal Cable Assemblies QTY 2 DGM24221-SAN/SPAN Server including Solid State Drives. Not included are: RAID Controllers, Network Interface Card, Compression Card, and Graphics Card QTY 1 DGM24247- Controller Server including Solid State Drives, RAID Controller, Network Interface Card, and Compression Card QTY 4 DGM24219 ECS 1U Server including Solid State Drives, RAID Controller, Network Interface Card, and Compression Card QTY 1 DGM24248 24 Port 10GBb Switch QTY 1 MLD123K KVM Switch.

The required cabinets are currently fielded on fleet assets.  The introduction of any other manufacturer’s hardware will not allow the operators, or the fleet, to utilize the key applications developed for the existing hardware.   The required acquisition systems are exclusive to The Durbin Group LLC. 

Please include shipping/freight cost for FOB destination Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13.  The order shall be firm fixed price.  

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing.  Award will be made based on Lowest Price Technically Acceptable.
