Background
The DBD system is designed to replace the AN/ALE-50 Advanced Airborne Expendable and AN/ALE-55 Fiber Optic Towed Decoy, which will have expanded Radio Frequency (RF) performance.
Information/Requirement
This notice constitutes a NAVAIR Solicitation. The NAVAL AIR SYSTEMS COMMAND (NAVAIR) is issuing a full and open Solicitation for a Cost Plus Incentive Fee (CPIF) contract for the Dual Band Decoy (DBD) Engineering Manufacturing Development (EMD) phase of the DBD Program. It is anticipated the contract will include engineering to design, develop, integrate, test, and produce the DBD as well as additional DBD AUR assembly options. Proposal submission, instructions are provided in Section L of this solicitation. Proposals in response to this Solicitation are due by 12:00 EST 29 July 2021.

NAVAIR intends to make best efforts to respond to questions regarding this Solicitation that are received by 30 June 2021, however NAVAIR reserves the right to not respond to some questions. Please submit questions to the POCs provided via this notice. NAVAIR responses will be provided via the technical library.
This announcement should not be construed as a commitment of any kind by the Government to ultimately award a contract. The cost of preparing proposals in response to this announcement must be in accordance with the provisions of FAR 31.205-18.
