This amendment/modification will incorporate various changes as listed below. Revised documents are now attached.

Media Services RFQ Amendments (in brief)

Below is a list of the significant substantive amendments the FCC has made to RFQ RFQ09000063 in response to questions asked by industry vendors. Please review this list carefully in addition to the responses to the questions as well as - and more importantly - the amended RFQ itself.

1. Date change
a. The new closing date for submissions is Thursday, April 23, 2009 at noon.
2. Task Order Changes
a. The Task Orders have been renumbered.
b. Two Task Orders will be awarded at the outset of the contract, Task Orders 1 and 2. More will certainly follow in short order after initial contact.
c. In Task Order 1, the need for media training has been eliminated and crisis communications has been added. Pricing for press events may be excluded.
d. Task Order 3 has been broken up into seven (7) separate Task Orders (now #s 4-10), and the sub-task of "Broadcast-quality videos" has been eliminated (and subsumed into the other video Task Orders).
i. One or more of the Task Orders concerning SMTs may be requested multiple times.
e. Task Order 4 has been broken up in to separate Task Orders (now #s 11 and 12).
f. A new Task Order (#3), "Translation Services" has been added. This Task Order separates out from all the other Task Orders the need for translation into various languages. Bidding on all other Task Orders should assume - for pricing purposes only - that the pieces are created in English only. Pricing for this task order is on a labor-hour basis and assumes 50 hours of Spanish and ASL translation, and 25 hours each of translation for traditional Chinese and Mandarin.
g. Task Orders 5 and 9 - Toolkits - have been combined (now #13).
h. Task Order 15 (formerly #7) has eliminated the requirement for "aerial photography."

 

3. New pricing structures
a. Please be certain to review the kind of pricing sought by each Task Order as indicated in Section B. Some of the Task Orders have been changed to time-and-materials.
b. Where materials are needed to develop the applicable bid, please indicate what those anticipated materials are and their cost.
4. New price ceiling - incorporating anticipate ad buys
a. The maximum for this IDIQ contract is now $3.5 million. This figure incorporates the money that will be allocated for ad buys. Thus, the FCC will reimburse the Contractor for ad placements (in addition to the agency fee on top of the ad buy). However, please be aware that beyond the $500K noted for pricing purposes in Section B Task Order 1, no other figures for ad buys need to be incorporated into an offeror's bidding price. The final ad budget will be determined after the award date.
5. Amendments to "DTV RFQ Submission Requirements" document
a. The FCC has eliminated the following paragraph:

A separate contract line item number (CLIN) shall be submitted for: production and placement of posters, art, and other marketing materials in various transit systems (e.g., metropolitan train stations, municipal and commuter bus terminals, etc.). This pricing shall be an optional CLIN. The Government reserves the right to split the award for the separately priced "transit" requirement.
b. The FCC has also amended the document to include time-and-materials pricing, where appropriate.
