DLA Contracting Services Office-Philadelphia (DCSO-P) has a requirement to procure design, development, integration and maintenance support of the of four integration modules in the Document Services Online (DSO)application and technical support in implementing, testing, deploying additional commercial off the shelf ( COTS) modules. The contract period of performance is one base year, 14 Oct 2015 thru 30 Sept 2016 and 4 option years.
Additional development and maintenance of four program modules that have been integrated into the Document Services Online application. In addition new functionality is available with each new release of the underlying DSO COTS product. Support is also needed for the implementation, testing and deployment of the new COTS functionality. DLA is also looking to have the vendor provide expertise for making the necessary changes to the code as need to comply with Information Assurance policy and controls. The DSO application is a web to print ordering and workflow application that supports the DLA Document Services 30000 worldwide Department of Defense and other federal customers and 170 production field sites. DSO is built on a COTS product and 4 developed modules tightly coupled into the COTS application. The four modules were developed specifically for Document Services implementation in order to provide functionality unique to government processes. The underlying COTS product is Digital StoreFront, (DSF). The four modules : billing module, financial management , CAC integration module, and financial interface module.
In accordance with DLA's memo "Action to improve DoD's Competition", DCSO-P is requesting information on potential sources who could fulfill this requirement. The source would need possess rights to and access to the source code of the COTS product underlying the DSO application which is Digital Storefront.
