This combined synopsis/solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Department of Education (ED) is seeking proposals for Drupal Jumpstart Training. As a consequence of introducing a leading edge technology tool, (i.e., Drupal), ED OCIO requires training to increase its skill in using the tool. This requirement is for instructor-led training on the following features:

The training class is proposed for the week of September 27, 2010 for up to 10 Department employees. The training will be at the ED users' site: 550 12th St SW, Washington, DC 20202. This is a one-time activity. Vendor shall provide any training materials and/or equipment during the class. The vendor shall follow the Department's security requirements. Your quote shall be submitted on company letterhead and include the following information:


1. Vendor Name
2. Vendor Address
3. Type of Quote (i.e. open market, GSA schedule, etc)
4. Period of Validity (expiration date) for your quote
5. Signature of the authorized, cognizant entity
6. Source Selection: In accordance with FAR Subpart 12.207, one firm fixed price award will be made for these commercial services. Offerors will be evaluated based on their ability to meet the solicitation requirements in terms of meeting the timeline and the price offered. The basis for award will be best value. As the difference in Offeror's services become more equal, price will be the determining factor in the award decision. All responsible sources may submit a quotation that, if timely received, shall be considered by ED.


Offerors must adhere to the provision of FAR 52.212-1, Instructions to Offerors-Commercial Items. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with the quotation. FAR 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition and the following FAR clauses cited in the clause are applicable.
