 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation is attached. The solicitation number is AG-0521-S-16-0022 and is issued as a request for quotation (RFQ).  This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2005-89. The Government intends to issue a firm-fixed price service contract for this requirement.

 The USDA, Agricultural Research Service, Washington State 59 Johnson Hall , WSU, Pullman, WA 99164 has a requirement for a Drought Spotter.  This requirement needs to meet or exceed all aspects of the below to be given award consideration.

 

 Drought Spotter with Plant Eye

-PlantEye F400

-Mobile Device 2m

-HortControl

-Field Scale with Irrigation (24 units)

  -a fully automated gravimetric platform which enables researchers to easily assess the transpiration dynamics  of plants with a precision of up to 1 g.

-a unique set of predefined watering protocols used in combination with gravimetric scales

-a precision irrigation system, which can deliver water in 1 ml increments for each individual plant and can accommodate various pot sizes and weights.

- temperature compensated load cells for maximum accuracy in changing environments

- fully integrated solutions using a web-interface to set up experiments and to download data

- fast read-out via Phenospex self-designed control electronics that allow weighing data in high frequency (up to 1 measurement/minute)

 

Each offeror shall include their proposed delivery schedule (in days after award) as part of their quotation. Acceptance and FOB point are destination
