BACKGROUND The State of Delaware (“the State”), Department of Health and Social Services, Division of Substance Abuse and Mental Health (“the Division”) is soliciting proposals for Driving Under the Influence (DUI) Screening and Referral Programs (DSARP). DSARPs provide substance use disorder screening to DUI offenders and refer offenders to the appropriate education or treatment program. Approximately 4,500 DUI offenders require screening and referral each year. Funding for this program comes from fees paid by the offender. PURPOSE The Vendor shall provide materials and labor to satisfy the State’s requirements for DSARPs as described herein. A proposal must contain a detailed description of how the Vendor intends to provide each service outlined in this request for proposal (RFP). The proposal may include descriptions of enhancements or additional services the Vendor intends to provide. Except as otherwise provided in this RFP, a quantity stated is approximate and used by the State only to compare bids. The Vendor agrees that no guaranteed minimum contract quantities or values are associated with this solicitation. TARGET POPULATION Approximately 4,500 Delaware DUI offenders per year. SERVICE AREA The Vendor shall provide services in a physical location in each Delaware county and may provide services virtually. The Vendor must identify the physical addresses where the program will operate. SERVICE CAPACITY The Vendor must identify the maximum number of participants the Vendor’s proposed program could serve annually.
