1. I SUBMITTED BID FOR SUBJECT REFERENCED SOLICITATION PRIOR TO THE ORIGINAL RESPONSE TIME. PLEASE ADVISE IF I NEED TO RE-SUBMIT BID PAPERWORK OR JUST SIGN ACKNOWLEDGING AMENDMENT #3 THAT THE OFFER DUE DATE HAS BEEN EXTENDED.

ANSWER: IF YOU HAVE SUBMITTED A PROPOSAL PRIOR TO THE INITIAL DUE DATE OF 11 DECEMBER 2017, YOU WON'T HAVE TO RESUBMIT A NEW PROPOSAL BY 15 DECEMBER 2017, 12:00 PM UNLESS YOU WANT TO REVISES YOUR COMPANY PROPOSAL. A SIGNED COPY OF THE AMENDMENT #3 WILL STILL BE REQUIRE.

AMENDMENT W58RGZ-17-R-0059-0002: THE PURPOSE OF THIS AMENDMENT (0002) IS TO CLARIFY WHAT DOLLAR VALUE SHALL BE PLACED UNDER THE STANDARD FORM 1449'S CLIN AMOUNT COLUMN FOR CLIN'S 0001AA, 0002AA, 0003AA, 0004AA.

     **NOTE: THE DOLLAR VALUE TO BE PLACED ON THE AMOUNT COLUMN FOR CLIN'S 0001AA, 0002AA, 0003AA, 0004AA SHALL BE THE SUM OF ALL THE TOTAL PROPOSAL PRICES LISTED ON ATTACHMENT 0002 UNDER THAT CLIN.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96 (06 November 2017).

Description of the Requirement: The objective of this contract is to acquire Drill Bits in accordance with the attached solicitation.

Proposal Format: Please provide price proposal in accordance with Revised Attachment 0002, Drill Bit Proposal Worksheet.

A-1. This synopsis / solicitation is for a new Indefinite delivery / Indefinite Quantity (IDIQ) with firm-fixed price delivery order for drill bits.

A-2. 100% Small Business Set Aside

A-3. Proposal must be in accordance with far 52.212-1 Instructions to Offerors -- these are commercial items and shall include technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation.

Evaluation will be in accordance with 52.212-2 - Evaluation - Commercial Items in attached solicitation.
The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.

The clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (May 2015) applies to this acquisition, including the fill-in information specified within the attached Solicitation.

The additional clauses specified in the attached Solicitation apply to this acquisition.
