Dragen Appliance Licenses and Server

Description(s):
The U.S. Food and Drug Administration, CBER, Office of Biostatistics and Epidemiology HIVE Group of 10903 New Hampshire Ave. intends to award a firm fixed price contract to purchase Dragen Appliance Licenses, Server and Support.. The FDA intends to award to Illumina Inc. 5200 Illumina Way, San Diego Caa.92122.

The DRAGEN Appliance has a unique FGPA hardware structure that is specifically designed to accelerate genomics computations on data produced by FDA owned Illumina sequencing instruments. The combination of hardware and custom software accelerates genomic computations up to 30x the speed of a normal CPU based computer cluster and can support up to 40 users. The increased speed and user support is required to support increasing demands for analysis of Illumina data. Additionally, the software has been independently validated and is actively maintained by the vendor to assure its speed and accuracy. The unique nature of the FPGA hardware design and accuracy and speed of the DRAGEN platform mean it is not in the best interest of the government to allow for any computing system other than a DRAGEN Appliance. Illumina Inc. is the sole provider of the Dragen software, server and support of the Dragen system.

There are no set-aside restrictions for this procurement, and the anticipated period of performance is 8/21/2019- 8/20/2024. Illumina Inc. offers a product with capabilities that are not available from any other vendor, and controls all propriety rights for this product:

1) The FDA has an ongoing business need for the Dragen Software, Server and support... The Dragen product is required to support the HIVE System and to ensure continuity of operations..

2) The Dragen software, server and support is not available via a Government Best in Class (BIC) contract vehicle such as General Service Administration's Supply Schedules or another Government-wide Acquisition contract.
The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested entities may identify their interest and capability to respond to the requirement or submit proposals.
This notice is not a request for proposal and a solicitation will not be issued in conjunction with the notice of intent. Any vendor that believes it can provide the state supplies / equipment can provide supporting documents demonstrating their products capability and specifications statement. The FDA will review all responses received; however, the Government retains the sole discretion not to further compete the proposed acquisition based on responses to this notice.
