(v) Background:
The National Institutes of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Human Genome Research Institute (NHGRI) mission has expanded to encompass a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease. NHGRI supports the development of resources and technology that will accelerate genome research and its application to human health. A critical part of the NHGRI mission continues to be the study of the ethical, legal and social implications (ELSI) of genome research. NHGRI also supports the training of investigators and the dissemination of genome information to the public and to health professionals.
The NHGRI Undiagnosed Disease Program (UDP) is a program designed to address the needs of persons with debilitating medical conditions for which no diagnosis has been found despite an extensive workup. The goals of the UDP include finding accurate diagnoses and discovering new diseases that provide insight into human physiology and genetics. The UDP was established to evaluate participants who have undiagnosed medical conditions. Participants in the program have generally received extensive diagnostic workups before traveling to the NIH and often have numerous and/or complex medical problems. UDP Goals seek to (1) provide answers to patients with mysterious conditions that have long eluded diagnosis; and (2) advance medical knowledge about rare and common diseases.
Purpose and Objectives:
The purpose of this requirement is to procure "DRAGEN a BIO-IT Processor". The platform will provide an alternative to the CIT high performance computing center when the UDP needs resources beyond its CIT allocation. In addition, it will allow reduced turnaround time for the research re-analysis of previously negative genomic studies, and iterative analyses that would be impractical using standard methods.
Procurement:
1. DRAGEN (NIH Level 3 throughput), Throughput usage equal to 14, 400 genomes and 28,800 exomes, based on genomes @40X coverage and exomes at 150X coverage.
2. DRAGEN Integrated Server (System can be used with or without connecting to external network).
Anticipated Period of Performance: This is a single point-in-time hardware purchase; Delivery Upon Award.

Deliverables:
1. The DRAGEN server, a computer containing specialized hardware for the rapid processing genomic analyses.
2. Licensing to allow the processing of up to 14,000 40x genomes, 28,000 150x exomes, or a combination of these totals.
3. As is customary for many types of computer equipment, the platform has a defined useful life (in this case 4 years).

EVALUATION OF PROPOSALS:
The Government will evaluate proposals that are determined technically acceptable in accordance with the Technical Evaluation factors. The Government intends to award a single contract from this solicitation. The Government reserves the right not to award a contract.
Evaluation of Proposals: The Government reserves the right to make an award without discussions based solely upon initial proposals.
Price (This will be Firm-Fixed Price): An evaluation of the offeror's price proposal will be made to determine if proposed prices are realistic for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the technical proposal. Reasonableness determinations will be made by determining if competition exists, by comparing proposed prices with established commercial or GSA price schedules (if applicable), and/or by comparing proposed prices with the Independent Government Cost Estimate (IGCE).
