Government-Furnished Information (GFI) is available in advance of the Gunnery Training Systems Request for Proposal (RFP). In order to receive the GFI, potential offerors must be registered in the System for Award Management (SAM). The potential offerors and their key management personnel must not be barred from participation in Government contracts.

To receive the GFI, potential offerors must perform the following:

1. Contact the Contract Specialist, Nicholas Mueller, via email at [email protected] with the following information provided on company letterhead with the following information signed by an authorized company official:

  1. Company Name
  2. Company Address
  3. Company Country of Origin
  4. POC name/email/phone
  5. CAGE Code
  6. DUNS Number
  7. Facility Clearance Level
  8. FSO name/email/phone
  9. Defense Security Service Office Contact Information
  10. The following written certifications:
    1. The company is not Foreign Owned or USA Foreign Owned, Controlled or Influenced (USA FOCI) status.
    2. The company is not in the process of a merger or other type of transition/ownership discussions with a Foreign Owned company of USA FOCI company.

2. Once potential Offerors have been vetted by PEO STRI Security, the GFI documents will be provided via DoD SAFE to the provided POC.

  1. Subcontracting with Small Businesses: To help further our market research and planned subcontracting goal, we’re requesting that Large Businesses recommend a small business subcontracting goal to be used in the final RFP. This percentage should maximize opportunities to Small Businesses and be attainable. Your recommended goal should be supportable and include examples of previous small business subcontracting goals on programs of similar complexity. Examples of previous projects where the Small Business subcontracting goals were unattainable are also welcomed. The conditions upon which you were unable to meet the goal should be thoroughly explained. We’re requesting that this be included by the 1 October deadline to submit Draft RFP questions. If additional time to respond to this request is needed, please contact the Contract Specialist directly.
     
  2. The anticipated award of the GTS contract has been updated to First Quarter Fiscal Year (FY) 2022.
     
  3. The PSC Code has been updated from 6910- Training Devices, to 6920- Armament Training Devices.

DRAFT Request For Proposal (RFP) for the Gunnery Training Systems (GTS) Single-Source Indefinite-Delivery/Indefinite-Quantity (ID/IQ) contract to implement tech refresh upgrades, current system production, concurrency upgrade and Risk Management Framework (RMF) recertification requirements for multiple gunnery trainer programs for both the U.S. Army and U.S. Marine Corps (USMC).  The GTS ID/IQ contract will utilize an acquisition approach to provide timely delivery of supplies to all customers within the U.S. Army and Marine Corps.  The GTS ID/IQ contract will have a five year ordering period with final deliveries required no later than two years beyond the end of the ordering period.  The aggregate estimated ceiling of the contract is $104.5 million.  The anticipated award of the GTS contract is fourth quarter Fiscal Year (FY) 2021.
