The contractor shall report monthly on technical progress, production scheduling, issues and status of billings, and funds received against the contract including final acceptance payments. The contractor shall document any proposed Engineering Change Proposals, engineering fabrication upgrades and deviations, and receive Government approval prior to commencing work. The contractor shall document proposed Production Test Procedures and obtain Government approval, test all production units and document test results.
The contractor's quality assurance (QA) program shall meet the requirements of ANSI/ISO/ASQ(E) Q9001-2008 OR EQUIVALENT QUALITY SYSTEM MODEL WITH PRIOR Government approval. The QA program shall address material and parts selection, process control, workmanship, inspection and configuration management. Offerors shall describe the Diminishing Manufacturing Sources and Material Shortages (DMSMS) program proposed for this procurement. The proposed DMSMS program shall satisfy the program objective of managing loss, or impending loss of manufacturers or suppliers of parts and/or materials. Offerors shall submit a plan for component compliance certification to prevent the introduction of counterfeit components into the weapon system in accordance with SAE-AS5553. Components from the Authorized Distributor or Original Equipment Manufacturer (OEM) shall have a Certificate of Compliance. When components are acquired from a supplier other than the Original Manufacturer or their Authorized Distributors, the contractor shall establish verification processes to confirm the components are not counterfeit.
