Purpose: The City of Liberty Hill, herein after “City”, seeks an agreement with a qualified Individual, Firm, or Corporation, herein “Respondent”, to provide services to create a Downtown Masterplan. This plan will include: 1.1. Evaluate the branding of Downtown and create a vision and cohesive design theme including a Master Sign Plan and development of a plan for entry features and wayfinding to define the area; 1.2. Develop a parking strategy that provides an assessment of existing parking and proposed solutions; 1.3. Proposing updates to the zoning to support desired land uses to include a Downtown specific zoning classification, overlay districts, and infill development; 1.4. Evaluating and planning for infrastructure including a needs assessment including the use and/or improvement to the existing substandard alleys; 1.5. Evaluating and planning for infrastructure including a needs assessment including the use and/or improvement to the existing streets ensuring a pedestrian-oriented environment; 1.6. Review, evaluate, and propose a Capital Improvement Plan that is based on a needs analysis for improving the infrastructure for both pedestrians and vehicles in Downtown. 1.7. SWOT Analysis including a review of the land use, infrastructure, civic and public space, design and preservation elements; 1.8. Reexamine the boundaries of Downtown and provide alternatives; 1.9.
