This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101 requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The statutory authority for this sole-source procurement is U.S.C. 2304(c) (1), as implemented by FAR 13.106-1(b)(1). The National Ground Intelligence Center (NGIC), under the contracting authority of the Army Contracting Command (ACC) U.S. Army Intelligence and Security Command (INSCOM) intends to issue a sole-source, firm fixed price, purchase order to Factiva, Inc. A Dow Jones Company, 4300 Route 1 North, Monmouth Junction, NJ 08852,  for a quantity of one (1) 12-month + 4 Option Years subscription to  Factiva - Dow Jones Risk Database Premimum for 5 seats. This subscription is unique and proprietary to Factiva. This notice is not a request for competitive proposals.  However, the Government shall consider all responses received within five days of this posting. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bona-fide capability to fulfill the requirement.
