POC: Sharon Walker, Contract Specialist, (816) 426-7470 The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Atlantic Oceanographic & Meteorological Laboratory (AOML), located in Miami, FL intends to acquire services for Doppler Wind Lidar data collection and processing software along with training. DESC: This is a notice to acquire services Doppler Wind Lidar data collection and processing software along with training NOAA (AOML) and the Navy (Office of Naval Research) has a need for the installation and operation of a Doppler Wind Lidar (2 micron laser with a side mounted bi-axial scanner) on a NOAA P3 aircraft. It is planned that this system will be deployed for the first time by NOAA some time before July 2010. This Doppler Wind Lidar (DWL) system is a "one-of-a-kind" and was flown for the first time on a Navy P3 in 2008. It is a research instrument and is still under development. The data collection and processing proprietary software is of research grade and thus NOAA requires the presence of the software developer during all phases of the 2010 research program. In order to expedite the utility of the DWL data, it is critical that NOAA have the system developer and PI perform the data processing, quality control and distribution functions until such time that NOAA can do so internally. Since NOAA intends to use this, or a similar instrument, in the future, training of NOAA personnel in its operations is also needed. While the Navy (ONR) is providing the instrumentation, NOAA will operate the instrument and thus NOAA's need to acquire the unique services of the system integrator and software developer, Simpson Weather Associates (SWA). The government knows of only one source Dr. Emmitt and Senior Scientist of Simpson Weather Associates (SWA). There are no other known alternatives to acquiring the services of Dr. Emmitt and Simpson Weather Associates for this first season of Doppler Wind Lidar (DWL) investigations by NOAA. The consequences of not having these services would be the cancellation of the DWL operations since the end-to-end knowledge of the system is currently unique to SWA. Dr. Emmitt, President and Senior Scientist of Simpson Weather Associates, has been the Principal Investigator on two NAVY projects to develop and operate an airborne Doppler Wind Lidar on a Twin Otter (2002 - present) and a Navy P3 (2008). To our knowledge, these two Lidar systems are "one-of-a-kind" and are still being developed within Navy research programs. In addition to flying both DWLs in government sponsored research, including typhoon investigations (2008), Dr. Emmitt and SWA staff has, and continue to, develop unique proprietary software for the processing, display, and utility of the various data products derived from the Lidar returns. Dr. Emmitt is the only person known to be using the airborne DWLs to address some critical issues related to the atmospheric boundary layer beneath tropical cyclones. Dr. Emmitt holds a current certification from the Navy survival training required for accompanying the DWL on NOAA P3 missions. Simpson Weather Associates has several individuals who operate the DWL on the NOAA P3 (all have current survival training certificates), which train others in the operations. To be considered, firms must furnish detailed information concerning their education, experience and capability to provide the services and satisfy or exceed the Government's needs. Such information shall include, at a minimum, name, telephone number and address of concerns for whom you have furnished this type of services previously, and detailed narrative that described your facility and ability to provide this service.
