This publication serves as notice of intent to purchase to acquire services for Doppler Wind Lidar data collection and processing software along with training from Dr. Dave Emmitt of Simpson Weather Associates (SWA) for the U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Atlantic Oceanographic & Meteorlogical Laboratory in Miami, FL. The government intends to award a contract on a sole source basis to Dr. Dave Emmitt. The government intends to issue fixed price contracts under the authority of FAR Part 13, 106-1(b) for Doppler Wind Lidar data collection and processing software along with training. This notice of intent is not a request for competitive responses. However, all responses received within five days after date of publication of this notice may be considered by the government. A determination by the government not to compete the acquisitions based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. DOC, Eastern Acquisition Division-Kansas City Office requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
