NOAA (AOML) and the Navy (ONR) have agreed to collaborate on the installation and operation of a Doppler Wind Lidar (2 micron laser with a side mounted bi-axial scanner) on a NOAA P3. It is planned that this system will be deployed by NOAA. This Doppler Wind Lidar (OWL) system is a "one-of-a-kind" and was flown for the first time on a Navy P3 in 2008. It is a research instrument and is still under development. The data collection and processing software is of research grade and thus NOAA requires the presence of the software developer Simpson Weather Associates Inc during all phases of the research program. In order to expedite the utility of the OWL data, it is critical that NOAA have the system developer and PI perform the data processing, QC and distribution functions until such time that NOAA can do so internally. Since NOAA intends to use this, or a similar instrument, in the future, training of NOAA personnel in its operations is also needed.
