The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Don Hume Leathergoods (a division of Oklahoma Leather Products), 500 26th Street N.W., Miami, OK 74354 under the authority of FAR 6.302-1, Only One Responsible Source Available. The FBI requires a quantity of seven hundred black Glock 22 right handed holsters, one hundred black Glock 22 left handed holsters, four hundred brown Glock 22 right handed holsters, and one hundred brown Glock 22 left handed holsters. In accordance with the FBI Manual of Investigative Operations and Guidelines (MIOG) (12-12), each holster: 1) must be a side-belt mount that is worn at the waist, 2) must not require the trigger finger to pass through the trigger guard to release the weapon and, 3) must securely hold the weapon during strenuous activity such as running, climbing, hanging upside down, etc. Evaluation criteria included comfort, drawing ease, holstering, concealability, durability, weapons retention, quality of construction, level of training needed, design features and appearance.

The FBI has determined that the Don Hume holster, H726-P, contains a combination of the above features that meets all of the requirements per MIOG 12-12 and this combination of features is not available in any of the other holsters considered and tested.

This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 10:00 AM, EST, Friday, August 2, 2011, via e-mail to [email protected]. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. All contractors anticipating award, must be registered in the Central Contractor Registration Database.
