This is notice of intent to award a sole source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention, Office of Noncommunicable Diseases, Injury and Environmental Health, intends to solicit and enter into a contract with Emory University of Atlanta, Georgia for Domain Training. The Government's requirements are: 1)Managing, hosting, maintaining and updating/enhancing the learning directory of archived resources for DPH CSSB. This includes managing and maintaining a coordinated web-based learning center (system) and architecture as part of the coordination website to enable easy access to the 4 domain competency- based learning experiences and resources. This includes marketing, promotions and communications of learning opportunities. 2) Designing, delivering a Webinar of interactive trainings for Block Grant Coordinators, Project Officers, other partners, and other invited chronic disease staff. 3) Leading a course that reviews key principles of group facilitation and its use in creating high level group engagement, handling challenging participants, and improving group decision making and consensus and creating online self-taught mini-tutorial on facilitation. The Government intends to solicit, negotiate and award to only one contractor using other than full and open competition procedures pursuant to the authority of USC 2304(c)(1) pursuant to FAR 6.302-1(2)(i), supplies or services needed by the agency are available from only one responsible source and no other type of supplies or services will satisfy the needs of the agency. A determination not to compete this requirement is based on market research and is solely within the discretion of the Government. This announcement is not a request for competitive quotations.
