This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The requirement is for the removal of two Dolphins at the NOAA Marine Operations Center - Pacific per the attached statement of work.

The solicitation number is WE133M-11-RQ-0443, and is issued as a RFQ.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-40.

This action is a Total Small Business Set-aside, for NAICS code 237990, with a size standard of no more than $33.5 Mil total annual revenue.

See the attached RFQ and Statement of Work for a description of the work to be performed.

All work is to be completed NLT 16Apr2011, or 15Oct2011.

The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Award will be made on a Firm Fixed Price basis, to the lowest responsible Offerror. All Quotes are to be accompanied by a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items.

The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition .

The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition (attached). Any additional clauses that apply to this contract are marked.
