THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), for the NHLBI, Division of Intramural Research, intends to negotiate and award a purchase order on a noncompetitive sole source basis to the University of Pennsylvania, 3900 Delancey Street, Philadelphia, PA., for the purchase and breeding of two (2) additional female dogs to expand the golden retriever X-linked muscular dystrophy (GRMD) colony. The sole source determination is based on pre-clinical evaluation of recombinant adeno-associated virus (rAAV) vectors for the treatment of Duchenne muscular dystrophy (DMD) in a large animal model. An established dog line, with a defined mutation in the dystrophin gene is considered a clinically relevant model of DMD. These dogs, designated golden retriever muscular dystrophy (GRMD), are not commercially available. Due to the severity of the disease, affected dogs often do not survive long-distant, commercial transportation between sites. Although there are other GRMD colonies in the United States, access to the dogs is restricted. The GRMD dog colony located at University of Pennsylvania School of Veterinarian Medicine (UPenn SVM) is ideally situated for providing affected GRMD dogs to NHLBI, and the proximity of UPenn SVM to the NIH campus enables NHLBI veterinarian staff to travel to Philadelphia and transport dogs under constraint medical care. To change vendors at this time would cause disruption in ongoing research. Therefore, an award to any other source is not feasible or practical. The contract will be awarded using the simplified acquisition procedures of FAR Part 13B Simplified Acquisition Procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). This announcement constitutes the only notice, proposals are not being requested and a written solicitation will not be issued. The reference number NHLBI-PB-(HL)-2009-224-DDC. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-34. The North American Industry Classification System (NAICS) code is 611310, and Size Standard $7.0 Million is applicable to this requirement. There are no small business set-aside restrictions applicable to this requirement. Market Research conducted by the Government in accordance with the Federal Acquisition Regulations (FAR) Part 10, Market Research, has determined that the University of Pennsylvania School of Veterinarian Medicine is currently the only facility that can supply the animals that meet the government=s specifications. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by July17, 2009, 7:30am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
