DOE/NETL Request for Quote (RFQ) Brand Name or Equal: Grace Instrument M9715 HP/HT SAPPHIRE PVT VISUALIZATION CELL NOTICE: The U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) is issuing the following Brand Name or Equal Request for Quote (RFQ) for the purchase of Grace Instrument M9715 HP/HT SAPPHIRE PVT VISUALIZATION CELL per the attached specifications document. This requirement is a total small business set-aside. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a vendor that is not a small business concern will not be considered for award. SUBMISSION: Interested vendors shall submit their quotation and provide all supporting documents, as necessary, via the FedConnect portal at www.fedconnect.net, by the due date and time indicated in Block 10 of the RFQ SF-18 or by 5:00 PM ET on February 20, 2025. Quotes will not be accepted via another method. All questions must be submitted electronically through FedConnect on or before the date & time listed above. Only those questions posted to FedConnect will be accepted. The requested delivery date of all items and NETL ship to site location, as identified in the attached ‘Specifications’ document, is May 31, 2025; please specify your availability/anticipated delivery date in your company’s quote response. A firm-fixed price quote inclusive of all FOB Destination shipping costs is requested. EVALUATION: Selection will be based on the small business vendor quotation that is considered technically acceptable with the lowest firm-fixed price quote. To be considered for evaluation, vendors must quote on all items/services listed in the solicitation. Shipping terms are FOB Destination. The Government anticipates awarding a single purchase order from this RFQ. Vendors shall submit descriptive literature detailing features, technical capabilities, and warranty data, as necessary. Technical acceptability shall be determined solely on the content and merit of the information submitted in response to this solicitation and will be based on the ‘brand name or equal’ items meeting the salient characteristics of those items included within this RFQ. Therefore, it is essential that vendors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability.
