Notice of Intent to acquire sole source facilitator services for Super Energy Savings Performance Contract (ESPC).
The National Institutes of Health (NIH) intends to award a sole source contract to Energy Management Engineering, Inc. (EME) This acquisition is conducted in accordance with FAR 13.106-1(b)(1), Soliciting from a Single Source and FAR 6.302-1, Only One Responsible Source. The Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available.
A substantial amount of work has already been done by this facilitator under a previous contract to assist NIH on a task order under a Department of Energy Super Energy Savings Performance Contract (ESPC). The facilitator contract expired before work could be completed. The ESPC requires that all agencies have a DOE approved facilitator. EME, Inc. is a DOE approved facilitator.
The total estimated value is under the Simplified Acquisition Threshold for the base year and two options.
This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
