Title: Sources Sought Notice/Request for Information pertaining to a contemplated new procurement to acquire contract support services to assist with drafting written appeal decisions to firms denied certification or decertified as a Disadvantage Business Enterprise (DBE) and/or an Airport Concession for federally funded transportation related initiatives.
DESCRIPTION OF REQUIREMENT
The purpose of the attached DRAFT Statement of Work (SOW) is to procure the services of external entities to review record evidence, determine the procedural posture of an appeal, identify the applicable substantive DBE certification rules, interpret how these rules apply technically to the facts presented by all parties, analyze pertinent business, financial, accounting, ownership, and control issues, and draft clear and concise factually and regulatory supported final agency decisions.
The Department of Transportation (DOT), Departmental Office of Civil Rights (DOCR) is issuing this Sources Sought Notice to seek industry comments and identify potential Contractors capable of performing the work described herein.
This notice is not a Solicitation and it does not seek the submission of formal binding quotation/proposal. In the event that DOT determines that these services will be procured, a formal Request for Proposal will be issued. DOT cannot and will not reimburse any organization for its time, effort, or costs expended in responding to this Sources Sought Notice.
The NAICS code for this effort is 541611, Administrative Management and General Management Consulting Services.
The anticipated period of performance proposed is one year from the date of the award.
RESPONSES TO THIS RFI
After reviewing the draft SOW, interested parties shall submit the following in response to this RFI:
- Company Capability Statement tailored to the requirement (SOW) that demonstrate ability to successfully accomplish the goals of the project;
- Business size;
- Proposed contract type
- Estimated cost per draft appeal that will describe the required level of effort and cost to complete the tasks outlined herein. DOT estimates on average 10 hours of work per appeal and approximately 40-75 appeals in the performance period. The number of appeals may be higher or lower depending on complexity.
FORMAT AND PAGE LIMIT
Responses to this RFI shall not exceed 10 pages, excluding any attachments. There is no formal question and answer period for this RFI and no questions will be entertained before the due date. However, feel free to submit questions and comments as part of your submission.
