The purpose of this procurement is for Base Pair Technologies to provide DNA affinity probes. Base Pair Technologies is the only source for this product because it is the only source capable of providing the DNA affinity probes with the requested quality checks and specificity development required. Base Pair Technologies has the ability to readily provide the specific aptamers for butyrylcholinesterase for assessing exposure to organophosphours agents. Base Pair Technologies has a patented approach to producing selective aptamers that results in improved binding. Several laboratories can produce the DNA affinity probes however no laboratory can develop the DNA affinity probes for the specific PHPR project methods using the patented process and having the unique expertise in producing selective aptamer that results in improved binding.
The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) in accordance with FAR 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. No solicitation will be posted to FedBizOpps. This notice of intent is not a request for proposal. A determination by the government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer.
