Defense Human Resources Activity (DHRA) intends to award a contract on a sole source basis for the renewal of software licenses, maintenance and support for ESRI Street Map Premium NAVTEQ Strategic ArcGIS Server, Geographic Information System (GIS) software to support the Defense Manpower Data Center (DMDC) Application Programming Interface (API) tool that provided this capability integration into the Defense Enrollment Eligibility Reporting System (DEERS)to the following contractor:

• Environmental Systems Research Institute, Inc. 380 New York St, Redlands, CA 92373
This contract will be awarded in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Period of Performance for this support includes a 12-month base period from date of award with two 12 month option periods. Additional information is outlined in the Statement of Work (SOW), Solicitation H98210-11-R-0041.

This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting the requirements stated in the attached SOW may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. Capability statements must be received by the response date and time of this notice (see below). Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete the proposed contracts based upon responses to this notice is solely within the discretion of the Government.

This procurement is being conducted under negotiated procedures in accordance with FAR Part 12 and 15.
