Defense Human Resource Activity (DHRA) Procurement Support Office (PSO) intends to award a follow on contract to Environmental Systems Research Institute, Inc. (ESRI) on a sole source basis under the statutory authority permitting

Title 10 U.S.C. 2304(c)(1), FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The period of performance is one 12-month base period and two 12-month option periods from date of award.

This notice is NOT a request for competitive proposals. However, any party that believes it is capable of meeting this requirement as stated herein and in the attached Statement of Work (SOW) may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
The NAICS code for this action is 541519. This procurement is being conducted under the guidelines of FAR Part 12 and Part 15. All contractors doing business with the DHRA/PSO must be registered with the System for Award Management (SAM). No award can be made unless the vendor is registered in SAM.
