AMENDMENT #0004:

The purpose of this amendment is as follows:

1.  To post additional questions and answers recieved in the document attached.  See also the revised bid schedule and PWS attached. 

2.  The solicitation section, "Processing Plan/Technical Proposal (Technically Acceptability):," Paragraph 3 is also amended to remove "and the bid price per CLIN (based on the unit of issue for that CLIN)" from the evaluation.  Bid prices shall not be required in the Processing Plan but shall instead be submitted via the bid schedule.  Reference Question 12 of the attached document.

3.  All other terms and conditions herein remain unchanged
