This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The attached solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82.
Please find the attached formal request for quotations. This procurement is available for full and open competition. The solicitation number for this request for quotations (RFQ) is W913E5-15-T-0008. The associated North American Industry Classification System (NAICS) code is 336411 - Aircraft Manufacturing, which has a size standard of 1,500 employees.

The U.S. Army Engineer Research and Development Center (ERDC), Cold
Regions Research and Engineering Laboratory (CRREL) in Hanover, NH has
a requirement for one (1) DJI Spreading Wings S1000+ octocopter. Also needed are several related peripherals and incidentals; see Section B of attached solicitation. Quotes received that do not include all of these items may not be considered. This is an urgent item with a need date of July 1, 2015; however, the Government may accept later delivery dates at its discretion.
This is a brand name acquisition in accordance with the authority at FAR 13.106-1(b)(1); see attached brand name justification.
Evaluation Factors: The following factors will be used to evaluate offers: Delivery Schedule and Price. The Government reserves the right to award to other than the lowest price if an offer is found technically acceptable and the proposed delivery schedule is more favorable than that of the other offerors.
