6. Scope of Work 1. Scope of Work It is the intent of the Mesa Unified School District #4 to seek the services of a contractor to aerate and fertilize District athletic fields at Elementary schools, Jr High schools and High schools. The total area involved will be approximately 300 acres. Aerification and fertilization will be done in April, May, June, July and August. Aerification will be done on an “as need” basis at the direction of the Grounds Department Supervisor. This project will be awarded to the contractor submitting the lowest price combination of both aerification and fertilization per acre. Spread rate of fertilization to be 350 pounds per acre. SECTION 1.0 AERIFICATION SPECIFICATIONS 1.01 AERIFICATION DESCRIPTION A. Aeration of soil shall be defined as the operation in which earth, rock or other material in the ground is punctured or displaced by means or uses of deep drill or solid tine aerating equipment. This shall include drilling and driving procedures. B. All areas in the Mesa Unified School district shall only be aerated to maximum depth of 6”. Price aerification in 4” and 6” depths. NOTE: Different types of soils exist throughout the District. Perspective bidders shall take this into consideration when preparing their bid. C. Aeration of soil shall be completed by District-authorized methods: 1. PTO Powered Vibration Aeration: Tines shall be solid and 5/8” diameter, approximately 6” spacing. Aerate to 3” depth with PTO attachment that vibrates unit as aeration is taking place. PTO operation has mechanically-driven tines. 2. Alternative method: Tines shall be solid and ½” diameter. Aerate to 2” to 6” depth. Alternative methods will be used at the discretion of the Supervisor of Grounds. (It is preferred that hollow-tine aeration is not used due to the earth residue that is created and left on the fields) D. Enhancement Qualities 1. Soil Percolation 2. Healthier Root Systems 3. Thicker Turf 4. Softer and Safer Turf 5. Injury Prevention SECTION 2.0 GENERAL CONDITIONS A. Contractor shall, at their expense, procure all permits and licenses required of them by law for the execution of this work. The Contractor shall also comply with all state, county or local laws, ordinances, rules or regulations relating to the performance of his work. B. Dust control shall be the responsibility of the Contractor. They shall be cognizant of the nuisance and inconvenience excessive blowing dust, dirt, or refuse can cause to adjacent properties and to public area and shall institute measures to control these problems so that they are not objectionable in the opinion of the District. Any complaints by affected residents or fines levied in the operation of equipment shall be satisfied by the contractor and corrected immediately. C. The contractor assumes full responsibility for the safekeeping of all materials and equipment and the protection of the work area until final acceptance by the District. The Contractor must indemnify and save harmless the District against any claims filed for non-payment of their bills for subcontractors, labor, and materials used in connection with the contract work. D. The Contractor shall assume all responsibility for that portion of the site involved in the project work and shall provide and maintain all necessary protection, as required by State and Local codes, Ordinances or Laws. E. Any damage incurred to existing structures, installations, or to adjacent Home Owners Property by the Contractor or Subcontractor will be replaced and repaired to original condition at the Contractor's expense to the approval of the District or their representative. F. Locations of underground utilities, cables, etc., where applicable, shall be the responsibility of the Contractor. The Contractor shall cover damages to any underground services, off-site improvements, or school grounds during the project. G. The Contractor will be required to commence and complete work in the time frame as STIPULATED BY THE SCHOOL DISTRICT. The Contractor will execute the work with faithfulness and energy in order to complete the project. H. Work will be inspected daily for quality of workmanship. The contractor, at no expense to the District shall correct unacceptable work. Correction of unacceptable work shall be accomplished prior to continuation of any additional work. I. The project manager shall perform a final inspection and develop a “Punch List” of discrepancies for the Contractor to correct. A 10% retention of the total cost of the job will be held until the District accepts the final inspection. The Contractor shall seek written approval from an appropriate District Representative for any changes or deviations from specifications or instructions. SECTION 3.0 LOCATING, MARKING AND REPAIR OF UNDERGROUND UTILITIES 3.01 NON-LOCATABLE SHALLOW UTILITIES A. The contractor shall obtain any known information about non-locatable utilities in a safety meeting to be conducted a minimum of two days prior to execution of work. A District Representative or designee shall respond to identify and mark those utilities in a customary manner. 3.02 AERATION IN RELATION TO UNDERGROUND UTILITIES A. Careful and Prudent Manner 1. The manner in which a contractor conducts aeration within twenty-four inches of the underground facility that has been located and marked, by the owner in a customary manner. The exact location and depth of the facility shall be determined as accurately as possible prior to aerating. It shall then be protected or avoided. 3.03 REPAIR OF DAMAGED UTILITIES A. The contractor shall notify the District immediately if utilities are damaged during aeration. B. All contractors and sub-contractors scheduled to repair utilities that require a license shall possess such a license for that utility and be in good standing with the State Registrar of Contractors. C. All repairs shall require an inspection from the appropriate utility owner and/or a District Representative prior the being covered with backfill material. 3.03.1 Locatable Utilities* A. It shall be the responsibility of the contractor to repair any damaged utilities that were properly located and marked. The contractor shall restore the utility to a working system within (24) hours of the damage. If the contractor fails to make the proper repairs, the District will hire another contractor to make the necessary repairs. The cost of repairs will be charged back to the original contractor responsible for the damage. 3.03.2 Non-locatable Utilities* A. In the event the District Representative is unable to locate and mark utilities, the contractor shall still aerate in a careful and prudent manner, but may only be held responsible if it is determined aeration was not performed in such a manner. *NOTE: The District will locate and mark sprinkler heads one (1) time for the contractor. After the first time, the contractor will be responsible for mapping head locations for any future aeration work at all sites and mark the heads with flags or paint. SECTION 4.0 4.01 EQUIPMENT A. Solid Tine Equipment with working depths ranging from 4” to 6”” 1. Tine size range from 5/16” to 1” 2. Tine spacing starting at 3” x 3” hole pattern and increasing B. Tractor 1. Minimum HP = 55 2. Overall weight of the tractor shall not exceed 4200 lbs. 3. Tractor shall be equipped with turf type tires. 4. Tractor shall be equipped with 3- point hitch and PTO. SECTION 5.0 PROCESS A. Aerating equipment shall be properly attached to the tractor according to the equipment manufacturer specifications. B. Traveling speed shall not exceed 6 mph while aerating is in progress. C. Fertilizer may be applied with a tractor implement spreader attachment or by use of hand spreaders. NOTE: Contractor shall inspect the areas prior to fertilization to insure they are not wet from irrigation and will support the use of equipment without causing ruts or other incidental damage. CONTRACTOR RESPONSIBILITIES Contractor shall be aware of, and abide by the District Dress Policy, and the District Tobacco Free Environment Policy. Any contractor, or employee found to be in violation of these policies will be immediately expelled from the site. Copies of these policies will be provided to the contractor upon request. All employees used by the contractor must be at least 18 years of age. Provide a safe, clean work site during performance of work. Contractor shall seek prior approval from the District Project Manager for any changes or deviations from specifications or instructions. Clean up, and restoration of the premises shall be the contractor’s responsibility. Contractor shall be responsible for accurate measurements on all areas receiving work. Areas measured by District personnel are approximate measurements only. Any unforeseen, or extra work performed on this project must have prior approval by the authorized District Representative Chris Wilson, Grounds Supervisor.
