THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE.  The Naval Air Systems Command intends to negotiate and award a sole source, Cost-Plus-Incentive-Fee modification to contract number N00019-20-C-0041 with DRS Systems Inc. LLC Melbourne, FL which updates the Statement of Work to include changes to Live Fire Support and adds the following deliverables: Functional Configuration Audits (FCA), Software Physical Configuration Audits (SPCA) and Physical Configuration Audits (PCA).

These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."  DRS Systems, Inc. is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government does not own a technical data package (TDP) for the AN/AAQ-45 which is suitable for competition. Drawings and data are proprietary to DRS Systems, Inc.
