THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command intends to negotiate and award a sole source, Indefinite Delivery, Indefinite Quantity type contract with DRS Systems Inc. LLC Melbourne, FL for hardware production and associated logistics and engineering to support the Low Rate Initial Production (LRIP) phase of the AN/AAQ-45 Distributed Aperture Infrared Countermeasure (DAIRCM) program. The IDIQ will include, but is not limited to, hardware production, related systems engineering and program management including aircraft integration and special test equipment.
These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." DRS Systems, Inc. is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government does not own a technical data package (TDP) for the AN/AAQ-45 which is suitable for competition. Drawings and data are proprietary to DRS Systems, Inc.
