VIA is soliciting proposals from qualified firms to provide services for a Disparity Study to be conducted on all informal and formal procurements within the specified study period. The study will serve as the foundation for enhancements to VIA’s existing SBE and DBE programs and for future policies and programs focused on inclusion and equity in VIA’s procurement practices. Pre-Proposal Conference A Pre-Proposal Conference will be held via teleconference (Teams Meeting) at 10:00a.m on May 4, 2022. Firms wishing to participate may join by calling in or by clicking the hyperlink listed in Pre-Proposal Conference of the RFP. Upon entry into the meeting firms will be asked to list their name, company name and email address within the meeting chat. All prospective bidders are encouraged to attend. All questions regarding this procurement must be submitted in writing to the Contracts Specialist. Proposal Packages received after the above time and date shall not be considered, except as provided in the section entitled "Late Submissions.” Proposers shall submit an unbound (1) one original and six (6) bound copies of the technical proposal, one unbound original of the price proposal; and an electronic copy of the technical proposal in PDF format. The technical proposal package shall be submitted in a sealed package labeled “Technical Proposal - VIA RFP #22-423 Disparity Study" and the price proposal enveloped shall be labeled "Price Proposal - VIA RFP #22-423 Disparity Study" and addressed as indicated above.
